You need to apply for a passport. One of the requirements is submitting two photos of yourself. There are specific criteria set for the picture by The Department of State. Visit http://travel.state.gov/passport/processing/processing_1740.html

Have a friend take your picture. Make sure the settings on the camera are correct so that you do not have any shadows on your face or behind you. It is your responsibility to make sure you have a good picture before you begin to edit the picture in Photoshop.

Once you have your picture, then you need to use Photoshop to create your passport photo.
